§ 31-1. Exception to filing and consideration of requests for annexation.

  • Notwithstanding anything in the Village Code or County Code to the contrary, no annexation request shall be filed, nor shall any filed request be considered by the village, for a period of one year or so long as it takes, whichever period of time is longer, for the village to develop, create and enact procedures for the review of annexation requests and for public input on such requests prior to initiating the exclusive annexation procedures contained in Chapter 20 of the Miami-Dade County Code. This moratorium would provide the village the time to create pre-annexation procedures, to include a pre-annexation referendum process after receipt of all relevant information, in order to ensure village resident input in the process prior to actually initiating the county's annexation processes. Repeal of this section shall require a unanimous vote of the village council.
