§ 1-12. Miscellaneous actions and ordinances not affected by Code.

  • Nothing in this Code or the ordinance adopting this Code shall affect any of the following:

    (1)

    Any offense or act committed or done or any penalty or forfeiture incurred or any contract or right established or accruing before the effective date of this Code;

    (2)

    Any ordinance promising or guaranteeing the payment of money for the village or authorizing the issuance of any bonds of the village or any evidence of the village's indebtedness;

    (3)

    Any contract or obligation assumed by the village;

    (4)

    Any ordinance levying or providing for the collection of any tax;

    (5)

    Any right or franchise granted by the village;

    (6)

    Any ordinance dedicating, naming, establishing, locating, opening, widening, paving, etc., any street or public way in the village;

    (7)

    Any appropriation ordinance;

    (8)

    Any ordinance which, by its own terms, is effective only for a stated or limited time;

    (9)

    Any ordinance providing for local improvements and assessing taxes for such improvements;

    (10)

    Any ordinance regulating platting or subdivision of property, or accepting any subdivision plat;

    (11)

    Any ordinance or resolution designating one-way streets, stop or yield-right-of-way intersection, intersections at which traffic control signals are to be installed, parking meter zones or spaces, areas or spaces in which the parking of vehicles is prohibited or limited, intersections at which the turning of vehicles is prohibited, restricted or regulated, or any other ordinance regulating traffic or the operation, stopping, parking or standing of vehicles on specific streets or portions thereof or in specific areas of the village, not in conflict with this Code;

    (12)

    Any zoning or land development ordinance, including public nudity ordinances;

    (13)

    Any ordinance regulating the registration of electors and the conduct of elections not covered by valid provisions of this Code, the Charter or the state election laws;

    (14)

    Any anti-litter ordinance that is consistent with this Code;

    (15)

    Any ordinance pertaining to a comprehensive plan or a master plan;

    and all such actions and ordinances are recognized as continuing in full force and effect to the same extent as if set out at length in this Code.
